非营利体育组织发展困境的源发性问题思考

Thinking on the Reasons for Development Dilemma in Non-profit Sports Organizations

运用文献资料法和专家访谈法,对非营利体育组织发展困境的源发性问题进行系统分析。从对非营利体育组织发展脉络的梳理结果来看,其发展进程缓慢、服务效果不佳、资金不足、人才匮乏、管理不善及监督评估偏差是其发展的通病。非营利体育组织发展困境的源发性问题主要有三个方面:一是非营利体育组织在我国市民社会"水土不服";二是公益性缺失及其职能异化,未能重视体育教师及社会体育指导员的作用;三是制度缺失与理论依据不足,行政干预严重。在非营利体育组织今后的发展道路上,应竭力解决其地位的合法性问题,在政策及制度上予以保障,创造更多有利于非营利体育组织发展的条件,促进非营利体育组织可持续发展。

By methods of literature and expert interview, this article makes a systematic analysis of the reasons for the develop- ment dilemma of non-profit sports organizations. From combing the development of non-profit sports organizations, its slow de- velopment process, poor service effectiveness, lack of funds, lack of talent, poor management and mis-monitoring and mis-evalu- ation are common problems. Reasons which restrict the development of non-profit sports organization mainly include three as- pects.- first, the non-profit sports organizations are acclimatized with our civil society; second, lack of public interest and func- tion alienation, the roles of sports teachers and social sports instructor do not draw enough attention~ third, regulation deficien- cies, weak theoretical basis, and serious administrative intervention. In the future of the development path of non-profit sports organizations, the legality of their status should be resolved and the policy and institutional matters should be guaranteed; more conducive conditions should be created for the development of non-profit sports organizations, sustainable development of non- profit sports organizations should be promoted.
