应用因子分析法探讨新型农村合作医疗绩效评价

Exploration of the Performance Evaluation of the New Rural Cooperative Medical Scheme with Factor Analysis

目的本研究通过对某省2013年新农合运行整体情况分析,了解41个县(市)新农合运行情况现状;通过综合评价分析其绩效得分,发现不同地区之间的差异及其影响因素,为进一步完善新农合制度设计、减轻农村居民医疗费用负担、促进新农合的良性发展提供依据。方法基于文献研究和专家咨询,结合新农合日常工作实际筛选出评价指标,运用因子分析法对某省新农合绩效进行研究,并对41个县(市)综合得分进行分析。结果该省新农合整体运行良好。通过因子分析综合得分来看,41个县(市)的因子得分参差不齐,都有影响绩效水平的"短板"。结论新农合筹资水平、农民受益程度、抵御疾病负担能力、参合情况是影响新农合运行绩效的主要因素。

Objective To know the current situation of the New Rural Cooperative Medical Scheme （NRCMS）opera- tion in 41 counties through analysis of the NRCMS situation of one province in 2013. To find the differences between the coun- ties and influencing factors through comprehensive evaluation and performance score analysis, and to support information for fur- ther improving NRCMS system design and sound development. Methods Based on literature research and expert consultation and combined with the actual daily work of the NRCMS, indicators were selected and factor analysis method was used in order to study comprehensive evaluation and performance score. Results The overall operation of NRCMS in the province was good. The factor score of 41 counties was uneven, and there was ＂short board＂ which has affected the level of performance. Conclu- sion The NRCMS financing level ,benefit degree ,the ability to resist disease burden and participation were the main factors in- fluencing the performance of NRCMS.
