基本养老保险省级统筹的收入再分配效应研究——以陕西省为例

Research on the Income Distribution Effect of Basic Old- age Social Insurance Provincial Pooling in Shanxi Province

以收入分配不平等日益加剧为背景,基于收入再分配角度的养老金制度研究日渐兴起且一般认为,统筹层次的提高能促进基本养老保险制度发挥更大的收入再分配作用。基于对收入再分配效应纵向和横向的比较分析,陕西省省级统筹的基本养老保险制度虽然的确保证了多年来对参保退休人员养老金的按时足额发放,但待遇的地区平等性并未能因此有所改进,相反制度的公平性和效率性甚至还因此有所损伤。由此出发,在号召全面、彻底提高统筹层次的政策背景下,对如何最小化其连带问题影响的思考具有重要意义。

With the background of the increasing income distribution inequality, the study focused on pension system from the perspective of income distribution rises and generally holds that the pooling level increase would promote Basic Old - age Social Insurance to play a bigger role in income distribution. After a comparative analysis of vertical and horizontal on income distribution, the paper points out that provincial pooling of Basic Old - age Social Insurance in Shanxi province guaranteed the pension payment in full amount and on time for years. However, pension payment equality among different cities did not improve, and the equity and efficiency of Basic Old - age Social Insurance was even damaged in some degree. It is of great significance to think about minimizing the influence of subsequent problems by comprehensive pooling level increase,which has became a public policy.
