党的十八届三中全会提出"构建劳动者终身职业培训体系"的改革部署。从推动再生资源回收体系建设中长期规划顺利实施的保障措施层面,简述了再生资源回收人员的职业教育和培训需借助社区教育平台的理由;提出了按照规划制定回收人员职业教育和培训具体落实方案的措施,以及职业培训模式创新的思路与建议。

The reform and deployment of building a lifelong vocational training system were put forward in the Third Plenary Session of the party＇s Third Plenary Session of eighteen. By describing safeguard measures for the smooth implementation of promoting long-term planning of renewable resources recycling system, the reasons of the renewable resources recovery of personnel of vocational education and training needs the help of the community education platform are described, and the measures of drafting the specific implementation plan on the recovery personnel vocational education and training according to the planning and ideas and suggestions of innovation vocational training mode are put forward.
