On the Construction Of Outside Supervision To the Party in Power

对执政党的外部临督包括横向和纵向监督两方面。横向监督有：民主党派的监督、群众监督、媒体监督；纵向监督主要由人民代表大会来完成。横向监督和纵向监督相互交织、密不可分。纵向监督以横向监督为基础，横向监督以纵向监督为手段。在这个纵横交织的动态系统中，对执政党进行合理、有效的外部监督。

This article constructs the outside supervision system to the party in power from two dimensions:one is the transverse dimension,the other is the lengthways dimension.This article divides into three parts.Ⅰ. The tra nsverse supervision to the party in power.Firstly,the supervision of the democratic parties;Secondly,the supervision of the mass;Thirdly,the supervision of the media.Ⅱ. The lengthways supervision to the party in power.Firstly,People＇s Con gress has the rights to supervise the party in power.Secondly,how does the People＇s Congress supervise the party in power? Thirdly,how to make the supervision of the People＇s Congress more effective.Ⅱ .The relationship between the transverse supervision and the lengthways supervision.
