Civil Education from the Perspective of Higher Education Modernization

高等教育现代化的本质是要实现人的现代化,即培养具有积极、理性与有责任感的公民。公民教育是现代社会民主政治建设的重要途径,是我国公民社会形成与发展的内在要求,也是市场经济体制良性运行的内在保障。我国高校的思想政治教育工作存在内容含混、效率低下以及公民教育缺失的困境,亟需加强公民教育。我们需要澄清高等教育中公民教育的理念;加强资源建设,夯实公民教育的基础条件;优化内容以提升高校公民教育的实效性;通过制度建设强化师资力量;培育良好的文化氛围,为公民教育提供环境保障。

The essence of the modernization higher education is to realize the modernization of people, that is, to cultivate positive, rational and responsible citizens. Civil education is an important way to the modern social democratic political construction and it is the inherent requirement of the formation and the development of civil society in China, and, it is ensuring the benign operation of the market economic system. The plight existed in the China＇s ideological and political education work, such as vague, low efficiency and lack of civic education, which require strengthenning the civic education. We need to clarify the concept of civil education in higher education, strengthen the construction of resources, the basic conditions of strengthening civil education content, optimize to enhance the effectiveness of university civil education, strengthen the system construction of the teachers; cultivate a good culture atmosphere, and provide guarantee for the citizen education.
