Universal Pragmatics is the base of the complex theory of Communicative Action.This article first preliminary analysis put forward to the universal pragmatics and its three validity principles, then elaborate its significance in the theory of communicative action,and investigate the bewi ldered and the outlet of the theory,at last point out its significance to the reality world.
