温州地方金融监管体系构建之初探

温州金改三年多来,在中央与地方金融监管边界探索、民间金融领域监管、地方金融监管法制建设、地方金融监管协调机制搭建、金融风险处置等方面进行了探路,初步形成了以地方政府为核心、以"审监分离、属地管理、监管协调"为思路、以"法制先行,引导与监管并重"为原则的地方金融监管体系。本文从组织架构、监管方式、存在问题等方面对温州地方金融监管体系进行了阐述,并提出进一步推进的建议,为各地提供借鉴。

After more than three years of financial reform, Wenzbou explores areas including the boundary of central and local financial supervision, the regulation of private finance, the construction of legal system and coordination mechanism, the disposition of financial risk. Wenzhou forms a local financial supervision system which is centered on the local government, based on the ideas of approval and regulation separation ,dependency administration and supervision coordination, following the principles of rule of law in advance, focusing on both guidance and regulation. This paper expatiates the organizational structure, supervision patterns and existing problems of Wenzhou local financial supervision system and suggests the proposal for further development, providing reference for financial reform in different areas.
