政策主导型中国农村土地流转变迁分析

Analysis of rural in China government dominated land circulation

农村土地流转制度创新是关系中国改革深化的关键问题之一,是加快农业现代化、实现农民增收的重要保障。本研究通过描述政策主导中国农村土地流转制度的变迁过程,将其划分为确立、修正和进一步完善3个阶段,集中体现中国农村土地承包经营权流转是政府主导下政策供给的产物,并通过分析政策主导下中国农村土地流转发展存在的问题,对未来土地流转政策设计提出建议。

Rural land circulation system innovation is one of the key issues in the deepening of China＇s reform. It is to accelerate agricultural modernization,as an important guarantee of realization of farmers＇ income. In this paper,by describing the changes of China rural land circulation mechanism guided by policies,it can be divided into three stages,the beginning of the establishment,revision,and further perfection,mainly reflecting China＇s right to the contracted management of rural land circulation,which is the product of the supply dominated by the government policy,and through the analysis of the development of Chinese rural land circulation policy by legacy,land circulation policy design suggestions are put forward for the future.
