推动传统媒体和新兴媒体融合发展,充分运用新技术新应用创新媒体传播方式,是新形势下占领信息传播制高点、提升对外传播能力的关键所在。党的十八大以来,以习近平同志为核心的新一届中央领导集体高度重视互联网发展和新媒体建设,制定并下发《关于推动传统媒体和新兴媒体融合发展的指导意见》,标志着媒体融合发展上升为党的意志和国家战略。军事对外传播作为国家舆论宣传、战略传播的重要组成部分,必须积极适应传统媒体和新兴媒体融合发展这一形势,提前搞好谋划设计和顶层筹划,着眼全媒体、微传播环境,加强传播内容的层级开发;切实拓宽平台渠道,实现传播形态的效能跃升;建强人才队伍,加强军地合作,积极构建具有中国特色、中国风格、中国气派的话语传播体系,全方位、立体式地打造好军地密切协作、媒体深度融合、反应快速灵敏的军事对外传播体系,切实提高军事对外宣传的国际传播能力和实际效果。

Since the 18th National Congress of the CPC, Xi Jinping as the core of the new session of central collective leadership attaches great importance to development of the In- ternet and new media construction, formulated and issued the ＂guidance to promote the traditional media and new media integration and development＂, marking the development of media convergence rise to the will of the party and the national strategy. Military communication as an important part of national publicity, strategic communication, must adapt to the integration of traditional media and new media development actively in this situation, improving planning and top - level design planning in advance, focus media, micro - propagation environment, strengthen the dissemination of the levels and contents of the platform; effectively broaden the channels to achieve the effectiveness of communication form; build a solid group of qualified personnel, strengthen military cooperation, establish a discourse system with China~ features, styles and charms; shape an all - round, three - dimensional cooperation with local governments and the masses to form a rapid - re- sponding military broadcasting system to the outside, so as to effectively improve the military transmission ca- pability of international propaganda and its actual effects.
