河南省新农村公共体育设施建设的公共政策分析

建设覆盖全社会的公共体育设施是全面开展社会体育活动的前提和重点,农村公共体育设施短缺是全民健身活动在农村全面开展的瓶颈。该文从公共政策研究的视角,以社会公平理论为研究工具,通过剖析河南省新农村建设过程中公共体育设施建设的现状,可以看到国家和地方政府制定的体育法规在农村遭遇执行难的困境;基层政府体育主管部门开展农村体育活动面临经费不足;体育学术界对新农村公共体育设施建设研究不够深入;农村居对体育活动缺乏了解和专业的技术指导。
