Assessing and analyzing the impact of science and technology on international relations is now a specific area for foreign policy analystsin the digital era. Progress in science and technology developing concurrently with the global revolution in information and the transition to a multipolar world have thrust upon international relations the imperative to establish a global technology alliance. This includes creation of a global technology fund, renovation of the global technology transfer, and the broadening of global cloud technology resource.
