A Research on the Assessment of University Development Plan

大学发展规划的评估是对大学发展规划及其实施进行的评价和估量,其目的在于解决规划的"确定性"与"不确定性"之间的矛盾,发挥评判规划状态效果、检讨规划经验教训、指引规划未来走向的作用。大学发展规划评估需要选择合适的主体,以适当的方式进行实施,并遵循定量与定性相结合、静态与动态相结合、局部与整体相结合的基本原则。

The assessment of university development plan is the process of evaluation and estimation of university development planning and implementation. The main purposes of the assessment are to resolve the conflict of ＂certainty＂ and ＂uncertainty＂ in the university development plan, to judge the effects of the plan, to review the merits and flaws, and to direct the future development plan. The assessment organization should be independent, the operation should be appropriate, and the basic principles should be followed which include the combination of the quantitative and qualitative methods, the combination of static and dynamic methods, and the combination of the whole and the parts.
