办刊的境况与学术期刊发展的问题与思考

学术期刊的管理体制由准入制改为注册制是社会制度进步的表现。注册制并不否定或削弱学术期刊的意识形态特征。学术期刊的"引领"作用目前主要表现为具有评价功能,也应表现为不同学术观点交流互动、争鸣交锋的平台,这种作用目前十分薄弱。学术共同体自身处在行政权力的掌控之中,要让它取代行政而主导学术评价必须有一个大转型。中国高校学报系列专业刊的实践经验在某种程度上对于未来的学术期刊已经作出了暗示或端倪可察。新科技会催生人们新的思维和行为方式,办刊人要从中创新办刊思路和作为。

The management of academic journal changing from admittance system to registration system shows a social progress. Registration system does not deny or undermine the ideological characteristics of journal. Journal plays its ＂leading＂ role mainly with a function of evaluation, and is supposed to be a platform serving for the exchange and debate of variant opinions. However, the latter role is currently underdeveloped. As academic community itself is under the control of executive power, a great transformation is called for its management of academic evaluation in replace of executive power. To some extent the practical experiences of the college journals in China has already seen implications of the future. New technology will stimulate new minds and practices; journal people should have new ways to run journals.
