新媒体语境下环境问题的协同治理——从厦门PX事件到茂名PX事件的思考

Collaborative Governance of the Environmental Problems in the Context of New Media

从厦门PX事件开始,大连、宁波、昆明以及茂名等地先后出现PX危机。从厦门PX事件到茂名PX事件,官方在环境问题的公共治理过程中开始与民众进行协商对话,学院派知识分子也与民众在环境议题上联合发力。但是在这些环境事件中,也存在着关注议题的"失焦",公众虚拟想象的环境风险,官方事件处理中的维稳取向,媒体报道的失衡等问题。在新媒体语境下,要想实现良性运转的协同治理,还需要发挥第三方组织的作用。

Starting from the Xiamen PX event, there are Dalian, Ningbo, Chengdu, Kunmmg and Maommg successively PX crisis. From Xiamen PX event to Maoming PX event, officials begin talking with the public about the public governance in the environmental problems. Academic intellectuals also unite the people on the environmental issues. But in these environmental events, there are also concern issues of ＂out of focus＂, virtual imagination of environmental risk, public official handling event out of the orientation of stability, imbalance reports of the media and so on. In the context of the new media, in order to realize the benign operation of collaborative governance, we also need to play the role of the third organization.
