黑龙江省绿色(有机)食品出口发展效率评价研究

Evaluation of Development Efficiency of Heilongjiang Province Green(Organic) Food Export

产业规模的扩大在一定程度上体现产业自身发展水平，对促进产业可持续发展和产业竞争力增强具有重要支撑作用。与产业规模扩张相比，黑龙江省绿色（有机）食品产业出口发展绩效不显著。科学分析与评价黑龙江省绿色（有机）食品出口发展效率是科学制定产业出口发展政策的重要前提。运用C2R模型对黑龙江省绿色（有机）食品1999～2012年的出口发展效率特征与规模收益情况进行实证分析，研究结果表明，黑龙江省绿色（有机）食品出口发展总体效率偏低且呈下滑态势，现有资源潜力未能充分挖掘，资源配置未能达到最优状态，产业发展呈“规模不经济”态势。根据分析结果提出促进产业发展方式向集约型、外向型和效益型转变，通过投入要素结构优化升级促进出口效率提高，发挥出口导向政策的引导和“反向拉动”作用，推动黑龙江省绿色（有机）食品出口可持续发展的政策建议。

The important role in scale enlargement of industry embodies the industry development level, which plays an promoting industry sustainable development and in strengthening the industry competitiveness. Comparing with the rapid development of green （organic） food industry, the development efficiency of Heilongjiang Province green （organic） food export isn＇t significant. It＇s the premise to formulate appropriate industry export policy and industry strategies to analyze and evaluate the development efficiency of Heilongjiang Province green （organic） food industry scientifically. The paper evaluated the development efficiency and returns to scale of Heilongjiang Province green （organic） food export （1999-2012） based on an analysis of the feasibility of C2R method, and the empirical results showed that the overall development efficiency was relatively low and the downward state, the resources which put into green （organic） food industry wasn＇t used efficiently and the allocation of the resources didn＇t realize optimization, and the development of Heilongjiang Province green （organic） food industry presented diseconomy of scale. Therefore, it is necessary to transform the development mode of the industry to intensive style, extroverted type and benefit type, to increase advanced factors and to adjust the industry structure, to make full use of the guiding and inverted pulling of export orientation policy, so as to promote the export efficiency and the sustainable development of Heilongjiang Province green （organic） food export.
