跨国公民社会参与全球治理的趋势分析

Analysis of Transnational Civil Society Participating in Global Governance

全球治理是传统国内治理在国际层面上的延伸,随着全球化的深入发展已成为人们应对共同问题的新方式。全球治理结构是治理权力的分配,并以国家、国家间制度和跨国公民社会对立统一的二元结构呈现出来。当前国际经济和社会日趋复杂,为全球治理结构增添了新的影响因素：一方面多元行为体的发展在某种程度上弱化了国家固有主权;另一方面公民的文化价值观念向“后物质主义”转变,自主、自治能力得到提升,参与治理的利益诉求也有了新发展。跨国公民社会以“全球共识”为意识形态纽带,是国际体系与国际社会之间的重要变量,深刻影响全球治理的结构,并逐步成为全球治理的主要趋势。

Global governance is an extension of traditional domestic governance at international level, and it has been a new approach for human beings to cope with their common issues with the in--depth development of globalization. Global governance structure reflects the distribution of governance power, which can be examined in bipolar relations of inter-State institutions and transnational civil society. International markets and community turn complex increasingly and thus add new factors to the global governance structure： On one hand, the occurrence of multiple actors is weakening the traditional sovereignty of nations to some extent; on the other hand, culture values of citizens are transforming to ＂post-materialism＂, and the enhanced autonomous ability of citizens brings new demands for participating global governance. As an important variable in the relationship between international system and international community, transnational civil society adopts ＂global consensus＂ as its ideological ties, and profoundly influences global governance structure, and then it has the tendency of becoming the core of global governance step by step.
