To establish a system with authority of office and expenditure liability and di- vide the power of the local governments at all levels is of great importance. Presently, the authority of local governments is vague and another problem is the ill distribution of property ownership. People cannot enjoy the public service well. It is suggested to divide the local government＇ s power to provide the lowest cost of public service.
