政府失灵的原因主要体现在制定和实施公共政策的制约因素、政府机构的低效率、政府机构及其官员的寻租与腐败 ,等等。政府失灵的矫正措施是 :建立健全法律制度 ,规范政府行为 ;遵守效能原则 ,选择最佳政府规模 ;引入竞争机制 ,提高政府机构效率 ;转变政府管理方式 ,提高政府行政水平 ;强化事前监督与事后惩罚机制 。

The causes of governmental malfunction are mainly reflected in the limitations to the formation and enforcement of the public policy, the inefficiency of government facilities, the rent-hunt and corruption of government facilities and their personnel, etc. The measures for rectifying government malfunction are those of instituting and perfecting the legal system, of legalizing the governmental activities, of observing efficacy principle, of selecting proportionate scale of government, of introducing competitive mechanism, of promoting the efficiency of governmental facilities, of changing government's administrative modes and promoting its administrative level, of strengthening the measures for pre-supervision and post-punishment, and of implementing an effective social supervision of governmental activities.
