外在制度创新的本质是一个社会共同体在既定的社会环境中 ,不同利益集团为实现自身利益最大化而在强势利益集团主导下的有意识、有目的的重新界定社会利益关系和权力关系的博弈乃至斗争的过程。马克思主义的制度变迁分析框架更适合于分析外在制度创新差异性与多样性。引起外在制度创新差异性与多样性的主要因素是初始条件、核心决策层的偏好与利益、利益集团的构成结构与力量对比、利益集团博弈方式、公共决策形式。

The nature of exterior institution innovations is social community's games or even fights participated by different interest groups under given social circumstances, in which different interest groups strive consciously and purposefully, but under the domination of advantageous interest group, to redefine social interest relations and power relations in order to maximize their interests. And based on this view, it emphasizes that the Marxian analysis framework on institution evolvement is more suitable than other theories in the analysis of exterior institution innovations' variety and diversity. There are mainly 6 factors that contribute to the variety and diversity of exterior institution innovation, that is, the original conditions, the preferences and interests of the core decision-making group, the member structure and comparative strength of interest groups, the gaming pattern of interest groups, the pattern of public decision-making and the shared cognitions and notions which constitute a stream of power in public decision-making.
