On Perfection of Legal System of Tradable Emission Right in Western China

作为一种创新型的环境经济手段,排污权交易制度是我国发展绿色经济、实现社会可持续发展的有效途径。近年来,我国西部地区立足于实际,在排污权交易制度方面进行了积极的探索和有益的实践,但仍处于初级阶段。从制度和实践层面分析西部排污权交易制度中存在的问题,以期探索完善西部排污权交易法律制度的路径。

As a means of an innovative environmental economy, the system of tradable emission right is an effective way to guarantee our country＇s green economy growth and to realize the sustainable social development. In recent years, based on the actual situation of western regions, our country has actively carried out an exploration and ben- eficial practice in the aspect of the system of tradable emission right though it is still in its initial stage. This article has made an analysis of the problems existing in the tradable emission right in the west regions and explored the paths to perfect the tradable emission right in western China,
