摘要
信息化顶层设计有助于从整体上实现信息系统结构上的优化、功能上的协调、资源上的整合。以长江水利委员会信息化顶层设计为背景,在分析信息网络现状的基础上,描述了长江委的网络现状,梳理了出口线路分散、信息网络延伸不足、接入手段不灵活、安全保障能力不够、融合管理存在难度等问题。针对上述问题提出了统筹兼顾、延伸覆盖、业务拓展、安全保障和制度整合的网络系统顶层设计思路。通过上述顶层设计,力图实现网络访问更高效、覆盖更全面、使用更便捷、运行更安全、管理更顺畅的目标,使之更好服务于长江流域水利业务和事务工作。
The top level design of informatization is helpful to realize structure optimization of the information system, the coordination of function and the integration of the different resources. Under the background of top - level design in information resources of Changjiang Water Resources Commission and based on the analysis of current status of the information network, we sort out the existing problems such as decentralized internet entrance, inadequate network extension, inflexible access means, insufficient security capability, difficulties in integration of management. Aiming at the above problems, top - level design ideas of overall consideration, extending coverage, business development, security guarantee, systems integration and reforming are put forward. By the top - level design, we try to achieve the goals of building more efficient, comprehensive, convenient, safer and easier management information network that will make better service for the business and affairs of water conservancy works in the Yangtze River Basin.
