This paper introduced the project concept of Shanxi province-circumstance（ local annals） pavilion,combining with the Shanxi regional culture,put forward the design idea of this project,and from the community planning,functional partition,traffic setting,structure and other aspects elaborated the specific design plan of project,to perfect of the connotation,function and temperament of Shanxi province-circumstance（ local annals） pavilion.
