摘要
如何进行敏感的农业议题谈判,是日本在推进FTA进程中的重大关注焦点。根据不同的谈判对象,特别是考量其国内外政治、经济、外交战略的需要,日本探索出了一整套具有日本特色的农业议题谈判模式。实践证明,该模式实现了最大限度地保护日本农业核心利益的初衷,达到了最大限度地实现日本的国内外政治、经济、外交战略利益最大化的目的,也使日本最大限度地摆脱了在全球FTA浪潮中的被动局面。
How to carry out negotiations relating sensitive agricultural issues is Japan's fundamental concern in the process of advancing the FTA. Japanese government has designed and launched a set of negotiation models concerning agricultural issues in different contexts, serving for needs of its political,economic and diplomatic strategies domestically and internationally in the process of advancing FTA. It proves that the set of Japanese negotiation models has effectively protected the interest of Japanese agriculture,maximizing Japanese political,economic and diplomatic strategic interests and preventing Japan from falling in a passive situation in the trend of FTA.
