网络化治理视角下公安派出所消防工作模式探析

Studies on the Mode of Fire Control Work in Police Stations from the Prospect of Network Governance

公安派出所作为第三级消防管理工作的主体,其消防工作是我国消防工作的重要组成部分。在社会化消防工作原则指导下,新时期消防工作应顺应从"管理"到"治理"的发展趋势;结合当前社会治理环境,以网络化治理理论为视角,构建政府主导型和合作型消防治理网络模式;探析消防治理网络模式的网络组成和派出所在消防治理网络中的作用。通过对派出所消防工作的研究,转型期公安工作行政管理改革和执法权力运行机制的发展可以得到有益启示。

The fire control work in police stations is an important part of the work in China.Under the princi-ple of socialization, fire control work in the new period should follow the development trend from"management"to"governance".Based on the present social governance environment,a network governance mode, operated by the government but well supported by all sides, can be built to analyze its structure and the role of the police stations. These studies on the fire control work in police stations are believed to provide beneficial enlightenments for the public security administration reform and the operating mechanism development of law enforcement power.
