Institutional Reform for Property Management of Natural Resources in Guizhou Province

贵州省生态文明先行区建设承载着探索自然资源产权管理制度改革的重任。针对当前自然资源管理当中存在的问题,以党的十八届三中全会和生态文明体制改革精神为统领,提出从自然资源资产所有者、管理者、监管者分离和所有权代表分级行使的理念,提出建全完善自然资源综合调查与监测制度、加快推进全省自然资源统一确权登记、健全完善自然资源资产产权体系、健全完善自然资源资产有偿使用和收益分配制度、健全统一的自然资源资产交易体系、探索建立地方政府分级行使所有权体制等政策建议,以期为自然资源产权管理制度改革提供参考建议。

As a leading area in promoting ecological progress,Guizhou province has the duty to explore the way for institutional reform for property management of natural resources. In light of the problems that we face in natural resource management, in accordance with the requirements set forth in the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China and the spirit of institutional reform regarding ecological progress,this paper proposes that on the ideaof separating natural resources property owners, managers and regulators, as well as ownership exercise in grades,we should make efforts to build the perfect comprehensive survey and monitoring system of natural resources with a view toprovide advice for the institutional reform of property management of natural resources. These efforts include promoting unified registration of natural resources throughout the whole province;building a sound property right system, trading system, anda system to underpin paid-use and income distribution regarding natural resource assets; establishing a system for local government to exercise the ownership in grades.
