Structural Reform Related to Energy Supply Side

基于对国际、国内能源消费结构分析,中国能源供给侧结构性改革应注重四个方面:一是能源体制改革,二是能源多元供应体系建设,三是能源供需结构调整,四是能源技术革新与国际合作。政策建议:一是加强总量控制,确定合理总量目标;二是加大非常规天然气扶持力度,弥补常规天然气不足;三是调整能源供给结构,逐步降低化石能源所占比重;四是加强国际合作,高效利用国际资源。

On the basis of analyzing domestic and international energy consumption structure, this paper argues that we must lay emphasis on the following four aspects in our efforts to carry out the structural reform related to energy supply side in China. These are: institutional reform related to energy; diversified energy supply system construction; energy supply and demand structure adjustment; and energy technology innovation and international cooperation. In doing so, we must strengthen measures to control the amounts, and determine the reasonable total amount target. More support should be given to unconventional natural gas so as to make up the conventional natural gas. Supply structure should be assigned to energy thereby reducing the proportion of fossil energy step by step. In addition, we should enhance efforts on international cooperation with a view to effectively using international resources.
