摘要
文章从生态安全角度,建立包含生态环境、景观格局、社会环境、经济环境四大因素的土地整治规划环境影响评价指标体系,纳入生态服务价值和景观格局因素,将考核范围扩大到空间层面,使环境影响评价体系更加全面。采用层次分析法和熵值法相结合的综合确权法对指标赋权,运用改进的综合指数评价模型计算规划前后的安全分值,定量探讨土地整治规划对生态环境的具体影响。以莆田市荔城区为例进行实证分析,结果得出荔城区2020年相对2010年的生态安全综合指数为1.2123,土地整治规划对环境的整体影响是正面的,但某些指标数据呈下降趋势。
From the perspective of ecological safety, we set up the environmental impact assessment index system ofland renovation planning,takingecological environment, landscape pattern, social environment and economic environment into consideration. We introduce ecological service value and landscape pattern into the system innovatively, and expand the scope of examination to spatial level, whichmake the system more comprehensive.The index weight is determined by analytic hierarchy process and entropy method, and then the security scores before and after land renovation planning are calculatedbyan improved comprehensive indexevaluation model to discuss quantitativelythe effects of land renovation planningon ecological environment. Taking Licheng district in Putian as an example,the ecological security index of 2020 compared with 2010 is 1.2123, which shows the overall impact on ecological environment of land renovation planningis positive, while some indicators tend to decline.
