民族和谐社会建设呼唤新的精神文明,诸如民族地区经济发展与生态保护、民族文化传承与发展、民族地区人口素质提升、边疆地区安全与稳定等现实问题的根本解决,都有待于民族社会个体成员公民素质的养成,这是一个唯有通过教育途径方能实现的文化过程。民族教育应当创设有利于公民素质养成的文化土壤,以核心价值观为导向,培养融民族认同与国家认同为一体,既有主体精神又具公共意识的一代新人。

The construction of national harmonious society calls for a new spiritual civilization. The basic solutions to problems in economic development and ecological protection in ethnic regions, inheritance and development of ethic cultures, improvement of population quality in ethnic regions and security and stability of border areas depend on the cultivation of citizenship quality of all the members of national society, which is a cultural process that can be realized only through education. Ethnic education should develop cultural soil for cultivating citizenship quality, and cultivate a new generation who integrate ethnic identity with national identity and have both main body spirit and public consciousness.
