A Logical Approach to the Change of Government Mode in the Internet Age

20世纪后期以来,人类社会开启了全球化、后工业化的历史进程,以互联网为代表的网络技术的广泛应用正改变着人类社会的生活、交往以及思维方式,社会结构也因此走向了网络化。社会网络结构的生成对政府模式及其社会治理方式提出了新要求和新期望,政府在积极回应这些新诉求的过程也将网络技术应用于其社会治理活动中。对于管理型政府来说,技术应用只是它改善社会治理的工具和手段,然而,电子政府的发展却引发了政府内部静悄悄的自我重塑。在技术应用和制度创新的关系上,技术应用积聚起来的变革力量最终将引发政府模式从管理型向服务型的转变。

With the historical evolution of human society into globalization and post industrialization since the late 20th century, the wide application of the network technology represented by the Internet has been changing the modes of life, communication and thought of human society, and as a result the social structure has also moved towards networkedness. The formation of social network structure has proposed new demands and expecta- tions for the modes of government and its social governance. While actively responding to these new demands, the government applies the network technology to the practice of its social governance. As for the management-o- riented government, the application of network technology is merely the tool and means to improve its social gov- ernance while the development of e-government has caused its quiet internal self-remodeling. In the relationship between technological application and institutional innovation, the power for change that the former gradually ac- cumulates will ultimately transform a management-oriented government into a service-oriented one in terms of the government mode.
