我国失独群体社会保障现状与问题探析

Situations and Problems of Social Security among Chinese Parents Who Have Lost Their Only Child

失独群体不仅要承受独生子女离世的打击,而且容易陷入经济、心理、养老、再生育等各种困境。中央和地方政府为失独群体提供社会保障责无旁贷。当前的探索实践中存在社会救助与社会保险边界不清,中央政府未承担起应有责任,扶助政策城乡有别,心理救援缺失等问题。建议社会保障制度安排立足于现有体系框架,积极响应失独群体的合理诉求,由中央政府承担经济扶助的主要责任,实现城乡失独群体社会保障政策的统一。

Chinese parents who have lost their only child not only have to bear attack from the loss of their only child, but also tend to fall into a variety of dilemmas such as finances, psychology, pension and giving birth a- gain and so on, who deserve the social security provided by central and local governments. However, in the cur- rent trials and practice exist such issues as the fuzzy boundary between social assistance and social insurance, the failure of central government in assuming its responsibility, the different support policies in urban and rural areas as well as the lack of psychological assistance and so on. It is suggested that the arrangement of social security system should be based on the existing framework to actively respond to the reasonable demands of the group of parents who have lost their only child. And central government is supposed to take the main responsibility for fi- nancial assistance to realize a unification of urban and rural social security policies for parents who have lost their only child.
