关于基层法治文化建设的几点思考

Some Reflections on the Construction of Legal Culture in the Grassroots Level

党的十八届四中全会指出,全面推进依法治国,基础在基层,工作重点在基层。在新形势下推进基层治理法治化,必须按照全面推进依法治国的基本要求,立足历史唯物主义和辩证唯物主义基本原理,打破传统视域下"就法治文化而建设法治文化"的思维定势,从社会主义市场经济的发展和完善、人民群众的社会生产生活、人民群众利益的实现和维护、矛盾纠纷的化解等四个方面来探讨其深层次问题,为在实践中开展基层法治文化建设提供新的思路和办法。

The 4th plenary session of the 18th Communist Party of China （CPC） Central Committee focuses on ＂comprehensively advancing the rule of law＂ in China. The priority and foundational tasks are rooted in the grassroots level. To promote the governance under the rule of law in the basic level in the new period should stick to the fundamental principle of comprehensively implementing the rule of law and fundamental tenets of historical materialism and dialectical materialism, which breaks the mindset of traditional perspective of ＂construct a culture of rule of law in respect of the rule of law culture＂. It probes into the underlying problems of the construction of the rule of the law culture in the basic level in the new period in four aspects： the development and perfection of socialist market economy, the social production and life of the people, the realization and maintenance of the interests of the people, the resolution of conflicts and disputes. It aims at exploring new ideas and methods to provide the construction of the rule of the law culture in the basic level in practice.
