军队企业化修理工厂发展面临的问题与对策

Challenges for the Development of Military Repair Factories and Countermeasures

在论述军队企业化修理工厂的任务和地位作用的基础上,系统地阐述了其发展面临着在装备修理任务方面缺乏统筹、军工企业对军队工厂形成新装备修理能力的制约、工厂民品生产影响核心保障能力、工厂职工合同制身份造成其对装备维修主体力量认同感不强等问题,并从建立军民融合协作机制、剥离工厂民品生产任务、引入文职人员制度3个方面,提出了军民深度融合发展的对策建议。

Based on the discussion about the tasks and roles of military repair factory,this paper addresses issues like absence of overall equipment maintenance schedule,the constraint that military enterprises put on to the military factories which limit the new equipment maintenance ability,the effect of production of civil product by military factory on the core support ability and the low sense of identity contracted employees in their jobs.Moreover,the paper brings out the countermeasures and suggestions on in-depth development of civil-military integration（CMI）from three aspects which cover the establishing of CMI coordination mechanism,the strip off the civilian production tasks from the military repair factories and the introduction of civilian employees.
