社会分化、政策调节与族际整合

SOCIAL DIFFERENCIATION,POLICY ADJUSTMENT AND ETHNIC INTEGRATION

族际整合是多民族国家整合的重要议题,关乎国家认同和合法性的缔造。中国现代化进程中,以"三大差距"为表征的社会利益结构失衡,影响到多民族国家的有效整合。协调族际利益关系,是族际整合中最为根本的问题。消解多民族社会结构紧张,应在公正协调的发展逻辑下,推进区域协调发展和社会发展优先。特别是要发挥社会政策的调控作用,着力推进以改善民生为重点的社会建设,优先缩小人类发展差距,确保各民族、各阶层共享改革发展成果,维护族际利益整合的公正性及建筑于其上的政治合法性,创造中国族际整合的新机制。

Inter-ethnic integration is an important agenda involving the creation of national identity and legitimacy in the conformity of multinational state. In the process of modernization in China, the structural imbalance of the social interest represented by ＂three major differences＂ constitutes a poten- tial threat to the integration of multinational state. Coordinating inter-ethnic interest is the most essential issue in inter-ethnic integration. To dispel the tension of multi-ethnic social structure, we should follow the logic of fair and harmonious development to promote regional coordinated development which prioritizes social development. Especially, we should play the regulating and controlling roles of social policy to promote the social construction which focuses on the improvement of people＇s livelihood, and to narrow the gap in human development so as to ensure that all ethnic groups and social stratum can share the de- velopment achievements, to maintain the fairness of inter-ethnic interest integration and the political legitimacy based on it, to create a new mechanism for inter-ethnic integration in China.
