“少数民族” “弱势群体”的范畴辨析及对象帮扶——兼与马平先生商榷

AN ANALYSIS TO THE SCOPES OF “ETHNIC MINORITY”,“SOCIAL VULNERABLE GROUPS” AND THE ASSISTANCE RECIPIENTS: A DISCUSSION WITH MR. MA PING

在近期的研究中,有学者认为:较之汉族,在一定意义上,我国少数民族确属社会弱势群体。我们知道,强势群体与弱势群体的对比存在是社会矛盾冲突产生的重要诱因,而在多民族国家中,真实的或者被认知建构的强势民族群体与弱势民族群体则是引起民族对立、民族冲突,甚至民族仇杀的根本原因之一。基于此,笔者认为,我们应该本着科学客观、求真务实的态度,对"少数民族""弱势群体"涵盖范畴及其对象帮扶加以辨析。唯其如此,才可澄清事实,正确引导社会民众思想认识,为民族地区的社会稳定与经济发展创造良好的舆论认知环境;也可以明确帮扶对象,从而有效地帮助和支持社会弱势群体。

In the recent study of ethnic groups in China, some scholar point out that compared with Han Chinese the ethnic minorities in China are vulnerable. As we know, the contrast of powerful group and vulnerable group is the key cause of social contradictions, and in a multi-ethnic country, comparison of powerful and weak ethnic groups no matter real-existing or just in imagination will cause ethnic confrontation, conflicts, even vendetta. Therefore, the author thinks that we should a further discussion on the question whether the ethnic minorities in China are vulnerable groups with a scientific, objective and practical attitude in order to clarify the facts and correctly guide the public＇ s understanding, willing to create a good cognitive environment for the construction of the social stability and economic development in ethnic areas.
