"十二五"时期,上海按照"四个率先"的国家战略要求,加快转变经济发展方式,城市创新发展取得了重大突破。面向"十三五",上海在推进和实施创新驱动发展战略方面还应该:优化顶层设计,实施创新驱动战略;突破制度障碍,注入政府支持动力;利用公共资源,健全科创服务体系;扩大创新主体,提升创新产出效率;加大载体建设,激发企业创新活力;集聚人才优势,打造核心技术水平。

During the＂ 12 th Five Year＂ period,Shanghai accelerated the transformation of economic development,to achieve the＂ four national strategic lead requirements,the city has made a major breakthrough in innovation and development.Facing the＂13th Five Year＂ period,in the promotion and implementation of innovation driven development strategy should also to optimize the top-level design and implement innovation driven strategy to breakthrough the system obstacles with government support power to make use of public resources and improve the service system innovation;to expand innovation and enhance the innovation output efficiency;to increase the carrier construction and stimulate business innovation and vitality;to gather talent advantage and build the core technology level.
