数字化技术在渔船进出港签证中的应用

目前我国渔港监督管理机构办理渔船进出港签证基本上都是窗口书面签证,行政效率低下。为提高渔船签证效率,提升渔港管理自动化水平,江苏省海洋与渔业局利用"江苏省渔船管理信息系统"(FVMIS)中的渔船及船员等管理云数据,基于互联网在线实时应用,组织开发了"渔船进出港电子签证"(FVIEP)子系统。按属地管辖原则建立船舶群、船员群,利用终端计算机强大的数据处理能力,辅以船舶智能卡读卡器、二代居民身份证阅读器、外置式摄像头等设备,方便、轻松地完成船舶状况查询、船员变更过户、编组出港同行船等签证管理工作,并即时留下报签人员影像,系统自动生成船舶签证记录簿、船舶进出渔港签证报关单,方便主管机关实时查询、统计和打印;系统设计了独特的即时通讯功能,及时提醒相关船东、船长注意违规风险和保险批改。江苏省《渔船进出港电子签证》子系统的功能满足管理需要,操作程序简便,在全国渔港监督签证管理中尚属首次开发、使用。

The low-efficient of manual handing on the fishing vessel port visa by the fishing harbor supervision bodies should be improved. To improve the efficiency and automation,according with the data from fishing vessel management information system of Jiangsu Province（ FVMIS） and real-time online applications,an electronic sub-system,FVIEP（ fishing vessel visa import and export port）,is developed by the Oceanic and Fishery Bureau of Jiangsu Province. FVIEP creates the group of fishing vessels and crews based on terminal jurisdiction. By using the fast data processing capability of terminal computer,combined with smart card reader,ID card reader and external camera gears,the administration affairs,just like the state of fishing vessels,crew changing and the arrangement of fishing vessels,become much more efficient. Other important information,such as image records of visa applicant and visa declaration forms,is also recorded automatically in the system,which is easy to check,statistic and can be printed for the authorities. The function of instant messaging can remind related ship-owners about the risk of violation operation or insurance assessment. As an easy- operated and user-friendly sub-system,FVIEP is the first digital fishing vessels visa system in China.
