Democracy is of historical category which has experienced the development from primitive society to the modern socialist society. The socialist democracy is one of the important contents of socialist core values. Socialist democratic construction plays an important role in promoting the establishment of socialist core values. It embodies in the following three aspects. Firstly, socialist democratic construction enriches the connotation of socialist core values. Secondly, socialist democratic construction provides an institutional guarantee for the establishment of socialist core values. Thirdly, socialist democratic construction is the very concrete reflection of socialist core values.
