中国经济和信用评级业"双重"市场化转型的背景下,中国人民银行昆明中心支行探索实行"自律管德、市场管能、业务主管场外督导"的评级市场化管理模式,成效初显。面对该市场现存问题,需进一步完善场外督导机制、规范评级市场发展、引导市场自律提升,而推动政府部门、银行等给予其良好信息、制度环境支持也不可或缺。
Under the background of"dual"market-oriented transformation of China's economy and credit rating industry,Kunming Central Sub-branch of the People's Bank of China has explored a credit rating market-orientation management model——"self-discipline for moral leading,capability management via market,off-site supervision over business",with the effect shown in the very beginning. Faced with the inherent market problems,it is necessary to further improve the off-site supervision mechanism,normalize rating market development,and guide the upgrading of market orientation; and it is indispensable to urge the government departments and banks to offer information support and institutional environment support.
