Green Lines Management of Attached Green Space Based on System Theory in Yueyang, China

基于系统原理的整体性、层次性、开放性要素,对岳阳市附属绿地绿线管理现状进行分析评价。在"形成合力自觉管、开放透明借力管、层次合理全程管"成功管理经验的基础上提出"3+6+9"管理模式,解决"如何管"的问题;针对管理存在"程序复杂、体制脆弱、技术标准简单"问题,提出"优化管理模式、绿线管理立法、技术标准更新"来提升实际管理水平。

Base on the integrity, hierarchy, openness of system theory, the paper analyze situations of green lines management of attached green space in Yueyang, It proposes a new management mode of ＂3＋6＋9＂ on the basis of successful management experiences of ＂unified self-conscious management＂, ＂open management with external force＂, and ＂hierarchical whole process management＂ for well management. To deal with management deficiencies of ＂complicated process, fragile system, and simple technical standards＂, countermeasures of management modes including optimizing management methods, updating the green line management legislation, and upgrading technical standards professionally are put forward.
