2009—2014年中国卫生总费用分析

Analysis on China National Total Health Expenditure on Health from 2009 to 2014

目的:核算2014年全国及各地区卫生总费用,分析2009年医改以来中国卫生筹资状况及变化趋势。方法:采用来源法和机构法核算卫生费用,并基于卫生总费用时间序列数据进行对比分析。结果:2014年中国卫生总费用为35 312.40亿元,占GDP比重为5.55%。其中,政府卫生支出比重降至29.96%,近10年增速首次低于10.00%;社会卫生支出比重升至38.05%;个人卫生支出比重下降到31.99%。2009—2014年,卫生总费用增速由2009年的20.81%降至2014年的10.56%。结论:2009—2014年,卫生总费用增速放缓,其增长在一定程度上得到控制;为实现"十二五"末医改目标,仍需加大政府投入力度,进一步发展健康服务业。

Objective：To estimate national and sub-national total health expenditure in 2014,and analyze health financing and changing trends in China since the health care reform in 2009.Methods：Health expenditure estimation methods by resource and by institution were applied.Contrastive analysis was conducted based on the total health expenditure time series data.Results：In 2014,China total health expenditure（THE）was 3.53124 trillion yuan,accounted for 5.55% of GDP.The share of government health expendi.ture reduced to 29.96%,the growth rate was less than 10% for the first time in 10 years;the social health expenditure of THE in.creased to 38.05%;and the proportion of individual health expenditure declined to 31.99%.From 2009 to 2014,the growth rate of THE reduced from 20.81% to 10.56%.Conclusion：From 2009 to 2014,THE growth rate was slow,to some extent,the growth was un.der control;to achieve the 12 th five-year plan goals of health reform at the end,the government should continue to increase health in.put and further develop health care industry.
