2014年我国各地区卫生总费用核算结果与分析

The Accounting Results and Analysis of Regional Total Expenditure on Health in China in 2014

目的:核算2014年各地区卫生总费用,分析地区间卫生筹资差异及变化趋势。方法:采用来源法和机构法卫生费用核算方法。结果:2014年各地区卫生总费用增速趋缓,筹资结构继续得到优化,已有13个地区个人卫生支出占比降到30%以下。地区间卫生费用水平与筹资结构差异仍较大。建议:卫生筹资目标与政策的制定需因地制宜;发挥各方筹资能力,继续降低居民个人负担;完善地区卫生费用核算方法,提高数据质量,发挥更大的卫生决策支持作用。

Objective：To estimate regional health accounts in 2014,and analyze the differences and changing trends in health fi.nancing among regions.Methods：Health accounts by financing source and health providers were employed.Results：The growth rate of total health expenditure in each region declined in 2014,and financing structure had been optimized continually.The share of out of pocket（OOP）in total health expenditure decreased below 30% in 13 regions.Health financing level and structure still re.mained greatly different among regions.Suggestion：The objectives of health financing should be set to fit the regional reality.It needed to mobilize all financing sources to reduce financial burden on households,improve the accounting method for regional health expenditure,improve the data quality and enlarge its roles in supporting health policy making.
