An Analysis of the Rule-of-Law Thinking in Fighting against Corruption——From the Perspective of“Set Exact Off”and Corruption Perceptions Index

腐败祸国殃民,但人们对腐败的认识却常常有失偏颇,从而影响在解决腐败问题时的注意力和工作重心。通过模糊比较和审慎分析,透明国际近年发布的全球清廉指数相关数据表明,腐败实际上与民族、民主、地域、文化、宗教以及革命等现象并无直接联系,其核心在于规范公权力的运行。当代中国反腐应把握腐败的权力核心要素,坚持和完善有中国特色的法治建设,高度重视社会的公平正义,以及坚定发展民族文化的信心。

Corruption is harmful for both the nation and people while in practice, it is often misunderstood. Through the careful analysis by means of ＂Set Exact Off＂ and Corruption Perceptions Index, corruption actually has no direct relations with such things as nationality, democracy, region, culture, religion and revolution. The kernel of corruption is power or the public authority. Nowadays, the battle against corruption in China has made great achievements and therefore, we should focus on the key factors of corruption, improve the rule-of-law construction with Chinese characteristics, pay more attention to social fairness and justice and firmly build up our confidence in developing national culture.
