对苏州市“百姓富”现状与提升的研究——基于人均可支配收入的分析

A Research on the Current Situation and Development of Civil Affluence in Suzhou:Based on the Analysis of PCDI

"十二五"期间是苏州居民从经济增长中得到实惠最多的时期,也是居民富裕程度提升最快的时期。为了实现"百姓富"事业迈上新台阶,"十三五"苏州市农村和城镇居民可支配收入需分别实现7.5%、7.0%以上的年均增长率。从苏州经济发展现状来看,实现这一目标并非没有挑战。基于居民收入结构现状和影响因素的分析,苏州市还需提升企业市场竞争力以稳定工资性收入增长;需抢抓市场机遇与发挥政策优势,支持大众创业增加经营性与财产性收入;需主动适应土地经营权流转、农业工业化、农业服务业化发展趋势,实施农业"供给侧改革",增加农村居民经营性和财产性收入。此外,还需继续健全公共财政体系,完善转移支付制度,补齐城镇居民收入增长短板,维持农村居民收入增长优势动力。

Suzhou residents have benefited more from the economic growth during the 12 th Five-Year Plan than inany other period. To achieve the goal of enhancing the undertaking of＂Civil Affluence＂to a new level, the dispos-able income of urban and rural residents in Suzhou is supposed to reach the AAGR over 7.5% and 7.0% respec-tively during the 13 th Five-Year Plan. Based on the current situation of the economic development in Suzhou, itseems that the realization of this goal is not without challenge. Based on the analysis of the status quo and influ-ence factors of the residents＇ income structure, Suzhou also needs to improve the market competitive power to stabi-lize the salary increase, to seize the market opportunities and to give full play to the advantages of the policy, tosupport the public entrepreneurship and to increase business and property income, to take the initiative to adapt tothe new trend of circulation of land management right, agricultural industrialization, agricultural services and to putthe reform of agriculture supply into effect so as to increase business and property income of rural residents. Fur-thermore, Suzhou needs to continue to improve the public finance system and transfer payment system, to overcomethe weaknesses of some urban residents＇ income growth and to maintain the advantages of the dynamic incomegrowth of its rural residents
