In the ＂Leves on Inquiry＂, the British community carried out intense debate on how to effectively regulate the behaviors of journalism. Through a series of procedures including open discussions, inter-party negotiations, parliamentary debates,the arbitration made by the Privy Council Judicial Committee, and approve by the Queen, a compromise has been reached and a New regulation system on the news industry in the form of ＂Royal Charter＂was established.This case has fully demonstrated the characteristics of the British style deliberative democracy,which has useful inspiration and lessons can be learned.
