摘要
传统的数据包络分析(DEA)单纯依靠自评体系来对决策单元进行评价,难以实现充分排序,一种有效的补救方式是在经典DEA模型上混合利众型策略,将自评和互评相结合。本文利用此思想对中部六省79个市级政府2011年低碳治理效率进行评价,数值分析表明以黄山为代表的旅游型城市的效率较高;进一步,利用MIV方法分析各指标对效率值的相对影响程度,结果是工业废水、废气排放量和单位GDP能耗对效率值的影响较大。
It is hard for the traditional method of data envelopment analysis(DEA)to put a kind of total order on some data because DEA simply depends on the self-evaluation system when it processes the evaluation of decisions.An effective technique to compensate for the weakness is that we mix the self-evaluation and the cross-evaluation using the model of benevolent DEA.This idea is applied to evaluate the low carbon governance efficiency of 79 municipal governments of six provinces in central China in 2011,and data-analyses reveal that Huangshan city,a typical tour-city,is of a higher efficiency.Furthermore,we analyze the relative impact degree of each index to the efficiency value by MIV method,and find that the volume of industrial waste water and waste gas discharge and energy consumption per unit GDP have greater influences on the low carbon governance efficiency value of local government than other factors
