国际体系始终在缓慢演绎进化之中,其根本动力是社会生产力的发展,直接动力大国实力变化及国家利益追求。全球治理通常伴随着国际体系重塑而转型,但也因其应景性特征而调节的弹性较大。在国际体系进化中,新兴国家群体性崛起已经成为体系进化的重要推动力量,全球治理转型体现出由强权治理逐步转向议题治理的趋势,世界政府难以在全球治理转型中出现。

The international system has been slowly evolving, with the development of social productive forces being its fundamental motive force, and the change of big powers’ strength and the pursuit of national interests being its direct motive force. Global governance is usually accompanied by a transformation of the international system, and its flexible adjustment is the result of its occasional characteristics. In the evolution of the international system, the rise of the emerging countries as a group has become an important driving force to the system evolution, a trend that power management is gradually shifting to issue governance, rendering it difficult for the world government to appear in global governance.
