摘要 从治理的角度思考创新,对于创新研究而言是一个新的视角和分析范式。根据国家对于创新系统的干预程度和国家与其他创新主体之间的合作程度,可将国家在创新系统中发挥作用的方式概括为四种治理模式:市场治理模式、国家治理模式、合作治理模式和共同治理模式。市场治理模式与市场主导创新系统相适应,国家治理模式与国家主导创新系统相适应,合作治理模式与三螺旋理论相适应,共同治理模式与开放创新系统相适应。共同治理模式代表了国家创新系统进行治理变革的方向和趋势。共同治理模式要求将创新系统中一些最基本的特征应用于治理中,要求治理本身要体现创新系统本身的特征,治理模式要与创新模式有机契合,这种治理基于知识、分享、竞争、开放和共同演化等逻辑,强调系统的嵌套性和不同系统之间的协调。 Studying on innovation based on the approach of governance theory is a new perspective or new paradigm for innovation researches. We propose a typology of governance patterns of national innovation systems based on the two dimensions. One of the dimensions is the intervention level of state, and the other one is the coordination level of state. So we can find four different types of governance patterns, namely market governance, state governance, collaborative governance and co-governance. As for market governance and state governance, we can find the market-oriented innovation theory and state-oriented innovation systems theory. As for the collaborative governance and co,governance, we also can find the helix theories and open innovation theories. Through our research, we conclude that the co-governance pattern may be the direction of future governance paradigm for state innovation systems. Co-governance emphasizes that governance theory should embody the characteristics of innovation theory. In the final, the governance theory and innovation theory match well with each other. The co-governance pays attention to knowledge, share, competition, open and co-evolution, which focuses on the nested national innovation systems and coordinates the governance patterns in the different innovation systems.
