在推进国家治理体系和治理能力现代化的时代背景下,建立跨部门合作治理机制是克服传统社会管理体制弊端,应对复杂社会治理形势的必然选择。跨部门合作治理建立在组织之间相互信任、相互依赖以及共同的价值目标之上,而且离不开一定的行政安排。通过建立一系列跨部门合作治理机制形成新的合作治理结构,是创新社会治理体制,推进社会治理体系和治理能力现代化重要举措。

In an era of improving the national governance system and promoting the modernization of the governance ability, the constrnction of the cross-department cooperative governance mechanism is an inevitable choice for overcoming the defects of the traditional social governance system and for coping with the relevant difficult situations. The cooperative governance system builds on the mutual trust, inter-dependence, common values and good administrative arrangement among different departments. The construction of a new cooperative governance system through a series of cross-department cooperative governance mechanisms is an important measure to mod- ernize the existing social governance system and improve governance ability.
