信息惠民视角下的民生档案整合与服务研究

Study on Livelihood Archives Integration and Utilization Service on the Background of Information Benefiting People

本文通过文献梳理与回顾,将民生档案资源整合与服务的发展过程划分为"民生档案资源整合与数字档案系统建设、资源融合与协同服务平台建设与资源互联互通互信社会服务创新时期"三个时期,并指出"民生档案信息资源整合标准的不统一、档案工作公共服务意识的欠缺、信息管理碎片化"是当前民生档案资源整合与服务过程中面临的三大最主要问题,而"基于信息惠民工程的民生档案数字连续性管理模式"是解决上述问题的根本途径。

This article divides the development process of the integration and the utilization service of livelihood archives into three periods. The first is the integration of people＇s livelihood archives resources and the construction of digital archives system period. The second is the integration of archives resource and the construction of collaborative service platform period. And the last is the innovation period of making the use of archives resources interconnected, unobstructed and mutually trusted to serve the whole society.This article also points out that the development process of the integration and utilization service of livelihood archives faces three main problems, including the lack of identical standards of the integration of livelihood archives, the deficiency of the public service consciousness during the archival work and the fragmented information management. Furthermore, the continual digital management mode of livelihood archives based on Information Benefiting Project is a fundamental approach to solving these problems.
